Raja Naeem Akbar , Federal Secretary

Raja Naeem Akbar is the Secretary of Pakistan’s Ministry of Law and Justice, a position he has held since September 2020. With two decades of legal and legislative experience, he oversees the Ministry’s Drafting and Legislation Wing, Opinion Wing, Contract and Treaty Section, Solicitor Wing, and Development Wing.

He holds an LL.M. in Corporate Law from the University of Wolverhampton (UK), along with an LL.B. and a master’s degree in Political Science from the University of the Punjab, Lahore. He has further strengthened his expertise in public international law through the Regional Course in International Law conducted by the United Nations Codification Division, Office of Legal Affairs (Bangkok, 2016), and the International Water Law and the Law of Transboundary Aquifers course at the University of Geneva (2018).

His career spans private legal practice, service at the Securities and Exchange Commission of Pakistan—where he represented the regulator before the Supreme Court and High Courts—and more than a decade in progressively senior roles within the Law and Justice Division.

He led Pakistan’s accession to the 1980 Hague Convention on the Civil Aspects of International Child Abduction, guided the country’s signing of the Singapore Convention on Mediation, and spearheaded the development of a national mediation ecosystem. He currently serves as Deputy Agent for Pakistan in the Indus Waters Treaty disputes with India before the Permanent Court of Arbitration.

Mr. Akbar has also been a principal architect of the Ministry’s digital transformation. He led the development of the Pakistan Code portal and mobile application, a digital repository of Pakistani legislation dating back to 1910, and established the Document Retrieval System (DRS), a digitized archive of gazette copies of Acts, Rules, and Regulations issued since 1860. To improve the management of litigation involving the Federal Government, he introduced the Case Assignment and Management System (CAMS), enabling more efficient case tracking and expeditious disposal of cases. These initiatives collectively earned the Ministry the Commonwealth Access to Justice Award 2026, presented at the Commonwealth Law Ministers’ Meeting in Fiji.

In recognition of his services, he has been conferred the Hilal-e-Imtiaz, one of Pakistan’s highest civil honours.
